Mercury is a state information system for recording electronic veterinary certificates (eVSD). Since 2018, everyone involved in the circulation of goods of animal origin, including retail, is required to work in it. How to connect to Mercury?

To register in Mercury, fill out the application form and submit it to the Rosselkhoznadzor:

The application can be submitted to the Rosselkhoznadzor (or its territorial office) on paper or sent by e-mail. Wherein:

  • Individual entrepreneurs must certify the application electronically with a simple electronic signature and send to address [email protected].
  • For LLC, other rules: the application is signed by the electronic signature of the head and sent to the address [email protected].

Who is required to join and when?

According to the latest amendments to the Federal Law of July 13, 2015 No. 243 “On Amendments to the Law of the Russian Federation “On Veterinary Medicine”, from July 1, 2018, all VSD must be issued electronically through the FSIS Mercury. Thus, before July 1, 2018, everyone whose activities are related to any stage of the circulation of goods of animal origin are required to connect to the system. This applies to all manufacturers and distributors of goods supervised by the State Veterinary Control: retail stores, wholesale depots, dairies and meat processing plants, poultry farms and seafood producers, farms, breeding farms, as well as public catering, retail chains and logistics centers. State veterinarians serving these enterprises must also register.

For which products do you need to issue electronic VSD?

In the Mercury system, it is necessary to take into account all goods subject to veterinary control, namely:

  • all types of meat, offal and fats;
  • sausages, prepared and canned meat products;
  • fish in any form, including canned fish (except for fish fillets and fish meat under heading 0304 of the FEACN);
  • pasta stuffed with meat, sausage, fish or seafood;
  • crustaceans, molluscs, aquatic invertebrates;
  • all types of dairy products;
  • butter and other fats and oils made from milk, milk spreads;
  • cottage cheese and cheeses, including processed ones;
  • bird eggs;
  • natural honey;
  • yeast is inactive;
  • ready-made soups and broths and preparations for their preparation;
  • ice cream, except for fruit and berry-based ice cream, fruit and edible ice.
  • feed grain: durum and soft wheat, rye, barley, oats, corn;
  • propolis, beeswax and waxes of other insects, spermaceti;
  • compound feed;
  • fertilizers of plant and animal origin;
  • raw skins, hunting trophies, stuffed animals.

What should a retail store do in the system?

Within 1 working day from the date of delivery and acceptance, the retail store must pay off the VSD for the transport lot in the system. If you accepted the goods partially, you must indicate the discrepancies when canceling. A refundable VSD will be issued automatically.

Important! If you have received a shipment, but there is no VSD for it in the Mercury system, you cannot accept the goods.

What if we don't have internet? Can I continue to work with paper VSD?

Two options are possible: either you simply have not yet connected to the Internet, or you work in an area where this is not possible.

  • In the first case, you cannot use paper VSDs. And since e-certification is mandatory for you from July 1, 2018, you must establish and verify your Internet connection before this date. If you do not want to connect, you can provide access to the system to your authorized representative, who will pay the IRR for you and make refunds. The law does not establish requirements for such a representative: it can be a supplier (if he agrees) or a third-party company.
  • In the second case - if you work in an area where there is no access to communications and therefore it is impossible to connect to the Internet - you can continue to work with paper VSDs.

Be careful! The list of places where there is no Internet access point is approved by the subjects of the federation.

Is it possible to delay the launch of the Mercury system?

The launch of the Mercury system has already been postponed: from January 1, 2018, it was postponed to July 1, 2018. Until that day, the registration of electronic VSD is not necessary, but counting on a further delay after July 1, 2018 is wrong and dangerous for retail: then in the first days of July, those who did not have time to register will no longer be able to send and receive goods.

There is still time until July 1, but we recommend not postponing the transition to electronic certification. It will take some time to process your application for registration in the Mercury system. And then you need to learn more complex system get used to working in it and, possibly, train employees. Therefore, it is important to register as soon as possible. Do not put it off until the last day - fill it out and send it to Rosselkhoznadzor right now.

Will there be fines?

The penalty for non-compliance with the requirements of the Federal Law of July 13, 2015 No. 243 is provided for by Art. 10.8 of the Code of Administrative Offenses. So, if a car with a cargo controlled by the State Veterinary Supervision Service is stopped for inspection, the forwarder will have to provide information about the eVSD: QR codes or unique UUID identifiers (the main requisite of the electronic VVD), which can be checked in the public service of the Mercury system. In the absence of VVD, a fine will be imposed: from 3000 rubles. per driver or from 10,000 to 20,000 rubles. on the entity, according to Art. 10.8 of the Code of Administrative Offenses. For a legal entity, the suspension of activities for up to 90 days can also become a measure of responsibility.

Electronic veterinary certification "Mercury": who applies

Organizations and individual entrepreneurs that are engaged in the production, transportation and trade of controlled products will be required to issue electronic veterinary accompanying documents (VSD).

  • During the production of each batch of controlled goods.
  • When moving (transporting) controlled goods. Since 2018, a separate certificate is required for each batch of transported products. And if there are several batches of goods in the container at once, each item will require its own VSD. Under the party in this case a separate article (name) of a product with a separate expiration date is understood.
  • When selling goods. This applies to cases of resale of products for the purpose of further sale. When selling products to the end buyer, if there is no movement of goods, for example, from store to store, electronic documents will not be required.

Thus, the system of electronic veterinary certification covers the entire cycle of production of products of animal origin - from raw materials to finished food products on store shelves. At each stage, you will need to obtain an appropriate accompanying veterinary document (certificate, veterinary certificate, veterinary certificate).

Who does not need e-Veterinary Certification?

Registration of electronic VSD is not required:

  • Catering enterprises to feed people at this enterprise (for example, these are canteens, cafes, restaurants), or if they sell goods to the end consumer to feed him in any other place. If the enterprise prepares products and delivers them to other facilities (schools, hospitals, etc.), the registration of the VSD will still be required.
  • Manufacturers culinary products and ready-made meals intended for sale to the end consumer at this enterprise.
  • In the production of products used for the needs of the enterprise itself.

Also, certificates can not be issued:

  • When transporting domestic, service, decorative animals, carried out without changing the owner and not related to the implementation entrepreneurial activity. If animals are moved to exhibition events, an electronic certificate will be required.

Introduction of electronic veterinary certification: connection to Mercury

From January 1, 2018, paper veterinary certificates and certificates are being replaced by electronic ones, which can be issued online through the federal state information system "Mercury".

In order to be able to work with controlled goods, organizations and individual entrepreneurs must register with the FSIS "Mercury". The procedure for connecting to the system is established by Order of the Ministry of Agriculture of the Russian Federation of December 27, 2016 No. 589.

In order to register, you must send an application for access to the FSIS. An application can be submitted in the following ways:

  • in writing to the FSIS operator, that is, to the Rosselkhoznadzor or its territorial office;
  • in the form of an electronic document signed with an electronic signature.

The application must contain information about each of the registered authorized persons of the organization, their position and access rights to the FSIS, data on documents confirming that the registered authorized persons have a veterinary education.

In the case of registration of an employee of the organization with access rights that provide for the possibility of issuing or canceling the VSD, the service area of ​​authorized persons is indicated.

An IP application must contain access rights to the FSIS service functions that the IP plans to receive, as well as data from the IP registration certificate. At the request of the individual entrepreneur, he can provide data on his veterinary education. Registration is made within 5 working days after receipt of the application.

After registration, authorized persons of the organization and individual entrepreneur are provided with:

  • password and login to enter the FSIS;
  • personal electronic account in FSIS;
  • address Email in FGIS;
  • the ability to issue electronic certificates and certificates;
  • the ability to cancel electronic certificates and references;
  • read access to FSIS data;
  • access to enter data into FSIS;
  • access to other opportunities of FSIS, according to the application.

Registered users are provided with appropriate statuses and access rights, such as "certified specialist", "authorized applicant", "authorized person", "administrator", etc.

Each status has its own set of opportunities that can be implemented through the FSIS. For example, only users with the access rights “authorized applicant”, “issuance of return certificates”, “authorized person”, “certification of FBR catches” and “certified specialist” can apply for a certificate.

How the new certification system will work

Certificates are issued on the basis of an application. The application must include the following information:

  • data on controlled goods;
  • the purpose of issuing a certificate (registration of a production batch, sale, or transfer);
  • data on the vehicle used for movement;
  • data on the place of departure and destination, as well as the conditions of transportation.

An application for an electronic certificate is considered by the FSIS in automatic mode within 1 hour from the moment it is issued.

The term for registration and issuance of electronic certificates cannot exceed one working day. This is a general rule.

If it is necessary to conduct laboratory tests, inspection and veterinary and sanitary examination of controlled goods, the period is extended. In these cases, an electronic document is issued within one working day after receiving the results of the relevant procedure.

At the same time, the decision to send products to laboratory research must be justified in writing.

According to the new rules, inspectors will not be entitled to require manufacturers, carriers, suppliers and sellers to provide paper certificates.

At the same time, manufacturers, carriers and suppliers who have received electronic certificates have the right to demand that the document be duplicated on a secure form. Such a paper document is not required to be received/presented, and serves solely for the convenience of the manufacturer/supplier/carrier. A paper duplicate is provided only at the request of the applicant.

At the same time, by general rule, to confirm the certification, it will be enough to provide the number of the electronic VSD or to present a bar code generated by Mercury. You can also submit a printout of an electronic document. Any option is acceptable and sufficient to confirm the fact of certification.

Electronic certificates will be valid from the moment they are issued until the expiration date / end of transportation / sale. When issuing certificates for animals, they are valid for 5 days before the date of transportation and until the end of the transportation / sale of animals.

Electronic VSD are stored for 3 years, but not less than until the expiration date of the regulated product. Electronic certificates are stored by Mercury itself. When duplicating a document on paper, the completed document spine is kept by the person who issued the certificate, and the certificate itself is kept by the purchaser of the controlled product for 3 years after the purchase of this product.

Data exchange with FSIS "Mercury" via 1C

You can work with FSIS "Mercury" through a web application. The main advantage of this option of work is that it is free, you only need a computer and an Internet connection. In this case, all information is entered into the system manually. The second way is integration with FSIS "Mercury" through the universal gateway Vetis.API. This option allows you to automate the generation of electronic veterinary certificates. This significantly speeds up the acceptance and shipment of controlled goods and raw materials, which facilitates the work of both authorized employees of enterprises and veterinarians.

The solution includes a functionality that allows you to automate the exchange of data with the FSIS to obtain veterinary accompanying documents, ensure the storage, processing and selection of the information received on veterinary accompanying documents.

Who should connect to the "Mercury"

In general, as of July 1, 2018, everyone who manufactures and sells products controlled by the State Veterinary Control must be connected to the Mercury system. The fact is that these products require the issuance of veterinary accompanying documents (VSD): veterinary certificates, certificates and certificates (Article 2.3 of the Law of May 14, 1993 No. 4979-1 “On Veterinary Medicine”). Until July of this year, it is permissible to generate these documents both in electronic and paper form.

But from July, there will be only one permitted way to create a VVD - in electronic form through the Mercury system. This follows from the Federal Law of July 13, 2015 No. 243-FZ, which amended the Law on Veterinary Medicine. Therefore, everyone who is obliged to draw up veterinary documentation will have to work in Mercury.

The list of goods controlled by Gosvetkontrol was approved by order of the Ministry of Agriculture of Russia dated December 18, 2015 No. 648. It includes, among other things, meat and fish products, dairy products, as well as products from poultry farms. Thus, the circulation of these goods entails the obligation to issue a VSD and, as a result, to connect to the Mercury system.

In what cases "Mercury" can not be used

There are exceptions to the above rules, which are listed in the article of the Law No. 243-FZ. So, after July 1, 2018, it will be possible to issue an IRR on paper in three situations.

Firstly, in case of accidents, natural disasters, catastrophes and emergencies, due to which it became impossible to use Mercury.
Secondly, in the absence of access to the Internet. This "benefit" can be used only in those settlements that are included in special lists approved by regional authorities. If there was a temporary failure in the operation of the Internet, then the obligation to electronic registration VSD is preserved. Under such circumstances, you can work with electronic veterinary documents remotely.

Thirdly, in a situation where veterinary accompanying documents contain information constituting a state or official secret.

In addition, the Rosselkhoznadzor website lists cases where veterinary certificates (and hence connection to Mercury) are not required. This is the sale of products to the final buyer for the purposes of personal consumption, the movement of products within one enterprise as a property complex, the transportation of pets, and so on.

What is the Mercury system

The system owes its name to the ancient Roman god, who patronized trade. The main goal of creating the Mercury system is to enable regulatory authorities and consumers to receive complete and reliable information about the origin of meat, milk and other products.

With the help of Mercury, two types of electronic veterinary accompanying documents are created: transport and production. In transport VSD, the facts of the movement of goods are recorded. The sender (for example, a meat processing plant) must create a transport VSD in the system, and the recipient (for example, a retail store) must pay off this document, that is, make a special mark in Mercury. If an electronic VSD is not issued for a product subject to veterinary control, then the store must refuse to accept such goods and inform the sender about the absence of this document.

Even if the products are delivered to an intermediate recipient (for example, to a wholesale warehouse), he is still obliged to pay off the transport VSD, and when the goods are further sent, he must create a new document.

The production VSD reflects information about the raw materials from which this or that product is made. Such documents are not required.

We add that the electronic VSD is compiled not for the entire consignment of goods, but for each position separately. At the same time, each electronic VSD has a unique UUID, which is its main attribute. An electronic veterinary document is stored in the system for three years, but not less than the expiration date of the product.

How to register in the system

The rules for working with Mercury, including the rules for registering in this system, are regulated by Order No. 589 of the Ministry of Agriculture of Russia dated December 27, 2016 (hereinafter - Order No. 589). According to this document, in order to connect to Mercury, companies and individual entrepreneurs must submit an application to the Rosselkhoznadzor. The application template can be downloaded from the website of the Federal State Veterinary Information System.

Organizations can apply in one of two ways. The first way is to draw up an application on the letterhead of the company and take it to the territorial department of Rosselkhoznadzor. The second way is to create an application in the form of an electronic document, certify it with an enhanced qualified electronic signature (QES) and send it to the address [email protected]

The organization must indicate in the application its authorized employees who will work with Mercury. Such employees can be endowed with different rights: to make applications for VVD, to form them, to extinguish, or to perform all of the above actions.

Within five working days after the application is submitted, the organization or individual entrepreneur must register in the Mercury system.

Certification of employees and entrepreneurs

Authorized employees of the organization, as well as individual entrepreneurs or their authorized employees who will form electronic VSD in the Mercury system, must undergo certification. The decision on attestation is made by a commission created regional administration veterinary medicine. Meetings of the attestation commission are held monthly (specific dates can be found on the official websites authorized bodies). All certified specialists are entered in the register.

Please note: if an authorized employee or entrepreneur only has to pay off the VSD (but not form new ones), then certification is not needed.

How to integrate Mercury with your accounting system

Forming and extinguishing electronic VSD manually is not a quick matter, because it sometimes takes several minutes for each document. This time is multiplied by the number of items in the invoice, since, as mentioned above, one VSD is created not for delivery, but for each item. This time is then multiplied by the number of invoices received and issued during the day. Added to this is the additional time required to correct errors that occurred during manual data entry.

To greatly facilitate and speed up the process of issuing electronic VSD, the Mercury system can be integrated with an accounting system, for example, with 1C. There are various integration solutions, in particular, the "Kontur.Mercury" module. It fits any 1C configuration: 7.7, 8.X, for regular and managed forms. This module will allow you to work in a single window mode directly in your 1C database, without switching from 1C to Mercury and vice versa. The probability of errors and loss of documents is excluded, since Kontur.Mercury uses data already entered in 1C.

What threatens violators

Currently, for violation of the rules for processing, storage and sale of livestock products, administrative penalty: for officials and individual entrepreneurs - from 3,000 to 5,000 rubles, for organizations - from 10,000 to 20,000 rubles (Article 10.8 of the Code of Administrative Offenses of the Russian Federation).

However, a draft amendment to the Code of Administrative Offenses of the Russian Federation has already been developed. If the amendments are adopted, then the amount of fines for the transportation or transfer of ownership of goods of animal origin, accompanied by incorrectly issued VSD or without them at all, will increase significantly and will amount to:

  • up to 100 thousand rubles for the transportation or transfer of ownership of animals;
  • up to 20 thousand rubles for the transportation or transfer of ownership of fish and products from aquatic biological resources;
  • up to 10 thousand rubles for the transportation or transfer of ownership of raw milk and raw cream;
  • up to 5 thousand rubles for the production, transportation or transfer of ownership of products heat treatment;
  • up to 50 thousand rubles for the production, transportation or transfer of ownership of all other goods, if they are subject to mandatory certification.

Repeated violation of the rules, according to the draft amendments, threatens with a fine of up to 200 thousand rubles.

What is Mercury GVE, how to use it and what issues does it solve?

From 1 July 2018 to Russian Federation comes into force new law. According to it, all goods of the veterinary industry must be registered in the special information system Mercury.

How to access the system?

Registration in Mercury veterinary medicine is carried out with the help of Rosselkhoznadzor. An appropriate application must be sent to this organization. It can be taken to one of the branches or sent to the postal address by e-mail.

When sending an application via the Internet, it must be supported by an electronic signature. For individual entrepreneurs quite common, but organizations will have to use an enhanced qualified electronic signature for these purposes.

Since the program is designed as a web application, it can be accessed from any computer connected to the Internet that has a standard browser. After authorization, the user has the opportunity to get into Personal Area and use all the functions of the Mercury GVE system.

However, not all users can generate and cancel applications for veterinary accompanying documents. When registering, the status of an employee of the organization and the tasks that he should be engaged in can be indicated. In this case, after entering the application, only the specified tasks will be at his disposal.

The GIS Mercury provides for the function of canceling veterinary certificates. In order for the veterinarian to be able to redeem the certificate of the goods received by the company, he needs to enter the information system and select the item Cargoes for temporary storage warehouses. Then open the section Decorated Vet. certificates. In the list that appears, select the desired document and click on the icon corresponding to its status.


A window titled VSD Extinguishing will appear on the screen. It should include:

  • The date the item was received
  • type of container,
  • The number of units of goods,
  • The period until which the goods are considered good.
  • Volume.

When all fields are filled in, click on the Save button. As a result, a new line with the entered information will be displayed in the Input Products section.

If it is necessary to specify several production dates, the IRR must be paid for each record separately by selecting the Save and add more button.

The Business entity field, which may appear on the VSD Repayment page, indicates that the company to which the cargo was delivered is not its final recipient. In this case, this field will contain the name of the next owner who has a connection with the company with which the cargo is currently located.

If the volume of the received cargo coincides with the volume of the cargo that was paid off, then in the section Vet. certificates opposite this name will appear the inscription Redeemed. Also, the incoming cargo can be repaid in installments, according to necessary volumes, resulting in multiple entries in the log.

If incorrect data is specified during the registration of the VSD in the Mercury GVE system, or if it is necessary to cancel the cancellation of the certificate, you can delete the changes made. To do this, click on the icon that is responsible for the status of the document. A window will appear in front of the user in which they need to explain why they canceled their actions, and click the Cancel blanking button.

As soon as the cancellation has been made, the list of canceled records is replenished with one more, and the data in the input log is automatically changed. At the same time, all actions are recorded in the history of the document and can be displayed by clicking View Vet. certificate.

On the official website of Mercury GVE there is an opportunity to fill in the magazine with information about the goods that arrive at the enterprise. It can be entered manually or by canceling the veterinary certificates according to which the cargo was delivered.

The presence of manual entry is created during the period of transition from paper documents to electronic ones. Also, the need to enter data by hand may arise if the shipment came from Kazakhstan or Belarus, where veterinary documents are paper-based.

In order to add a new line to the log, the user needs to select the item Log of products and click on the add button. A window will open for the user to enter data on incoming products. Fields to be filled in:

  • The owner of the goods.
  • Product name and quantity.
  • Best before date.
  • The number of products.
  • The date the item was received by the organization.
  • The country in which the product was manufactured.

  • Information about veterinary accompanying documents.

Filling in the journal, where the goods produced by the enterprise are noted, is carried out in the Mercury GVE subsystem using the Transactions item. After going to this section, select the Add item and specify the type of transaction in the form that opens. After saving the type, you need to add the product owner. The magnifying glass icon will help you find the name of the company.

Conducting veterinary sanitary examination helps to check the produced and distributed goods for compliance with existing standards and norms. The Mercury program, developed for veterinary medicine, allows you to create conclusions in which you can describe the results of the analyzes performed.

Such conclusions apply only to products distributed on the market. For goods sold on other sites, laboratory tests are carried out. Information about them is entered in another section of the program.

To draw up an examination document, the user must open the log of input products and click the Add button next to the required entry.

In the window that opens, the volume of goods that passed the examination and the number of units in each package are indicated. Then in new form indicators should be added. For each of them, the actual value, conclusion and result are entered. During data changes, the user can edit, delete records, and also cancel his actions.

As a result, on the page for viewing information about expertise, you can see a table containing the name of the indicator and data for each of them. For clarity of display, the record is marked with a color depending on the compliance with the indicators.

So, green color indicates the norm, red - a strict violation of standards, and gray - doubtful products.


Enter the quantity of goods

Based on the received data, the user can take a sample and send it to the laboratory. To complete registration of the veterinary sanitary examination in the Mercury HVE subsystem, you should click the Conclusion button and decide whether to allow or prohibit this product.

As a result of the above actions, two buttons with the name Conclusion and Coupon will appear on the product information card, by clicking on which you will get access to printing these documents. If the expert has banned the distribution of this product, only the button will be active that allows you to print the act of prohibition.

Upon completion of the examination in the input journal, the line about the analyzed product will turn green if it is allowed for sale, red if not. In the case where the color did not change, no decision was made on this product.

Registration of the act of sampling is carried out in the journal of input products. To do this, open the desired record, click on additional information and select the item Take a sample.

After that, the user needs to fill in all the fields of the form that opens, including:

  • Surname, name and patronymics of the state inspector,
  • The object exercising control. It is selected from the data available in the Cerberus system.
  • The name of the tested product.
  • Its volume.
  • Date of manufacture and expiration date.
  • Reason why the study was ordered.
  • Information about the owner of the goods.
  • Date when the sample was taken and its volume.
  • Regulations.
  • The number or name of the laboratory where the tests will be carried out.
  • Product inspection result.

Adding a sampling act

When the laboratory studies are completed and the employee enters the results into the Vesta system, they will be displayed in the HVE Mercury subsystem. The sampling report must be drawn up in four copies and sent to the four competent authorities.

Thus, a situation is created in which the laboratory does not know for whom it is performing the study, and the enterprise cannot transfer the sample number to laboratory assistants, and thereby influence the results.

Act of non-compliance

In the event that the received goods do not correspond to the established quantity or quality, the receiving party must create an act of non-compliance.

For these purposes, in the Mercury GVE system, you need to click on the Inventory item and select the Add button in the header of the table that opens. Next, a form is filled out, which indicates the date when the inventory was carried out and the name of the person who carried it out. By storing this information, next window identified inconsistencies are added by pressing the button next to the corresponding item.

To edit or delete rows, select a product type and search for an entry. To save the changes, you must click on the Save button, which will return the user to the View Inventory Request window. Here you can also make amendments to an already created table by adding, deleting and changing requests, which is marked in green, red and yellow flowers respectively.

Also, the Mercury veterinary system allows you to cancel the generated table or complete its creation by clicking on the button Checkout. As a result, a note will appear at the top of the page stating that the application has been completed.

To print the Act of Non-Conformity, you need to click on the number of the journal entry in the table, select the item of the same name in the form that opens and click on the Print button located below.

Transactions

Creation and execution of transactions

In order to issue a veterinary certificate in Mercury, the user creates a transaction. They can be different types, among which:

  • Moving cargo from one warehouse to another with a change in its owner.
  • Moving cargo from one warehouse to another without changing its owner.
  • Changing the owner of the cargo without moving it.
  • Cargo processing.

Creating a new transaction is carried out by going to the section of the same name and clicking on the Add button, which is located at the top of the table.

In the window that opens, select which of the listed types the created transaction has. In the case when the cargo will be moved, the user also indicates on which mode of transport the movement will be carried out, and how this cargo will be stored during transportation.

When it changes vehicle in the process, information about this fact must be displayed in the Mercury GVE system approved by Rosselkhoznadzor. To do this, in the window for creating a transaction, select the Add button located near the Route item, and fill in the fields that appear with information about the point where the transshipment will take place, the new means of transportation and its license plate.

After saving the entered data, it will be possible to add recipients of the goods by clicking on the button of the same name. In the window that opens, enter the name of the company that sends the goods, a possible intermediary, recipient, TTN data. The Save button located at the bottom of the window returns the user to the form for viewing information about the created transaction.

Next, in the generated table opposite each recipient, you must specify the cargo by clicking the button with the image white plus on the green circle. In the window that appears, the owner of the product is selected and one of the log entries corresponding to the desired one is selected, after which the remaining data is filled in, and saving is performed.

The entered transaction records can be edited, deleted, or completed by clicking on the Checkout button. Also in the Mercury GVE subsystem, you can create templates for some transactions to make it easier to fill in subsequent data.

When the user clicks on the Checkout button, the system checks whether the movement of products matches the existing conditions and issues one of three possible verdicts: allow transportation, prohibit or allow, but with certain conditions.

When one of the restrictions falls under, a message is displayed, which describes in detail each movement condition for each of the goods. If a group of goods fell under the ban, then the execution of the document becomes impossible. However, in case this group is not the only one, removing it from the list will allow the user to gain permission.

To eliminate limiting factors, it is necessary that all requirements are met. Their completion is confirmed by ticking the boxes next to each item.

Upon completion of the transaction, the system generates one of the forms of the veterinary accompanying document. The type of the received form depends on which type of transaction was selected during creation.

Write-off of input products

The Mercury program, developed for veterinary medicine, allows you to record in the journal the name and quantity of products received by the enterprise and its export from it. If an organization processes raw materials, then its employee must gradually write off part of the goods as they are used.

The type of such a transaction in the Mercury GVE subsystem is called processing. To create it, you need to go to the Transactions section and click on the Add button, and then select the desired type.

In the window that opens, you need to add the owner of the goods. It can be selected from the organizations available in the database. Opening a list with them is carried out by clicking on the magnifying glass icon. Owner information can be edited or deleted.

If everything is entered correctly, each of the owners needs to add the product that was used for processing. The add window opens after clicking on the button with a white plus on a green background.

In this window, a product category is selected, and the corresponding line with its name. These actions will open before the user Additional information, where you should indicate the volume of goods that was used, and in the column Purpose, select the item Recycling. Then the information must be saved. To complete the transaction, the user must select the Withdraw button in the view window.

Each person may have a situation where incorrect data was entered. The Mercury GVE system allows you to cancel registration. You need to go to the Transactions section, and select the Issued subsection. Among the existing records, the user selects the one that needs to be canceled and clicks on View Details. In the window that opens, find the inscription Cancel and write to special field the reason for the cancellation.

Registration of work in progress

Exist production processes, in which the volume of raw materials that is used to create a new batch is unknown until it is fully produced. This also applies to organizations where the batch formation takes a long time, and the dispatch of the goods begins before the end of production.

For such cases, there is a transaction type in the Mercury GVE electronic subsystem called Work in Progress. It allows you to create certificates in the field of animal nutrition and treatment without the need to specify the amount of raw materials used. It is recorded later, when the production is completed and the quantity becomes known.

To form such a transaction, the user must log in to the system from a user account that has access to the enterprise, or an administrator account.

To create a transaction you need:

  • Go to the Transactions section and click on the Add item;
  • Indicate that the type of transaction is related to processing;
  • Put a bird below, noting that the production process is not completed;
  • Fill in the required fields;
  • Save changes.

In the window that opens, the item Manufactured products is required to be filled in. Filling in the window with information about it, you should enter the batch number and other parameters of the product used.

The item where the raw material should be described can either be left blank, or all known data can be entered, and the volume left zero. You can also write the amount of raw materials that are already available at the time the record is created.

After the user clicks on the Checkout button, transactions go to the Completed (incomplete) section, and the Specify products and Specify raw materials items appear on the view page of each of them. When entering information about one of them, the system updates the transaction without generating new documents and records.

In the Mercury subsystem GVE.adding the operation Production output is carried out as follows. First, the user finds the desired transaction in the appropriate section. In its viewing mode, he clicks on the Specify products field and fills in the volume, date, and expiration date fields, after which he saves the entered information. The operation Write-off of raw materials proceeds in a similar way.

In the transaction view mode, the user has the opportunity to complete production by pressing the button of the same name. In this case, the record will be marked as framed, and it will become inaccessible for editing.

Registration of VSD for biowaste

Biological waste includes:

  • bodies of birds and animals;
  • their dead babies;
  • confiscated and processed products of animal origin.

According to the resolutions of the Rosselkhoznadzor, all biological waste must be accompanied by appropriate documents. FSIS Mercury GVE allows you to do this by keeping a special production log. It has the ability to add new entries.

To enter the product in question, when filling in the fields in the product type, you must specify Non-food products and others, and make a note below - biowaste.

When all the information is entered into the system, the result is a formalized veterinary accompanying document for biowaste. Its main difference from the usual are other purposes of use.

Such a product is subject to one of the possible actions:

  • recycling;
  • Burial;
  • recycling;
  • Disinfection.

If the cargo is sent for processing, it must be written off from the log.

VSD

Accounting for paper-based VSD

In accordance with existing legislation, IRRs that were drawn up on paper must be translated electronic form and entered into the FSIS Mercury no more than a month after their creation.

To implement this instruction, the user must log in to the system and select the organization from which the cargo was sent.

Next, he needs to create an entry in the production log, using one of the methods described above. After that, the user creates a transaction and fills out the opened form. Some of the fields can be filled in by hand or you can select data from the directory. Complete the creation of the document by clicking the Finish button. In the future, it can be viewed in the Outbox or printed.

Cancellation of products received via electronic VVD

In order to pay off the IRR corresponding to the cargo received by the enterprise, you should enter the Mercury GVE subsystem, select the Incoming VRR section and click on the Issued item.

In the list that appears, the required entry is selected and opened for viewing, after which the user will be able to cancel the document by clicking on the button with the same name at the bottom of the form.

When a product enters the organization, it is subject to inspections. different kind. All deviations from the data specified in the accompanying documents must be reflected in the act of non-compliance. It is created in the presence of deviations immediately after the blanking procedure.

In this case, deviations in quantity, quality are taken into account and the data that were obtained as a result of the check are indicated. After clicking on the blanking button, the system will automatically generate a table with discrepancies. After filling in the required fields and saving the changes, the user will receive a completed document with the ability to print it and the resulting act.

The goods can be accepted without drawing up an act of non-conformity, if the differences do not exceed five percent or a minor error is made in the document.

Search and other work with VSD in Mercury

Any infobase should have the ability to quickly access the available data. The Mercury Veterinary System is no exception. It allows you to search for information, sort and print it.

To work with the documents available in the database, the user must open the VSD section. Clicking on the Search button will open a special form in which you can specify search criteria and additional information, so that the selection is reduced to the most relevant data for the query.

The criteria entered into the form are saved, so to display all rows, you need to click on the All records row or on the Clear form button.

To sort, you need to click on the corresponding button and in the window that appears, select the column by which it will be sorted. You can set up to three criteria at the same time, sorting the data in each in ascending or descending order. Clicking the button at the bottom of the form closes it, showing the user the sorted records.

The choice of other parameters is carried out by re-opening the form, while by default the criteria that were entered last time will be saved there.

Printing in the Mercury GVE subsystem has several settings. Clicking on the button of the same name brings up the form. It gives the user the opportunity to select the pages and items that should be displayed in the printed report.

You can also set the page range using the dash sign and save the generated set of fields by clicking the Save as button. In the future, it can be found in the drop-down list.

Clicking on the Print button at the bottom of the form will display the generated report on the screen, letting the user understand how it will be displayed on paper. To send the report in question to the printer, use the standard web browser print functions.

Since registration and authorization in the FSIS Mercury and its GVE subsystem occurs through the Vetis system. Passport, then all data about people using this software is also stored there.

In order to be able to indicate one of the economic entities when registering veterinary documents, they must be registered in the system.

This action is performed in the Business entities subsection of the Settings section. To enter all necessary information about the organization in a special form, you must click on the Registration button of the above subsection.

The set of fields in which you need to enter data depends on what type of subject and country the user selects. Registration should be done carefully. The Mercury GVE subsystem compares information with existing subjects in the Cerberus system and does not allow two identical entries.

The fields that must be filled in include: TIN, Address and others.

Maintaining a register of objects

Employees with the Administrator account status can make changes to the register of controlled objects. To do this, open the Settings section and select the appropriate line.

Among the possibilities available to the user, there are the addition of new organizations, their search, sorting, viewing and changing the data contained in the system.
