Any devices installed to ensure the safety of the enterprise are subject to periodic checks - this rule has already become an axiom. The most common category of such equipment is an automatic fire alarm (APS), without which no enterprise can do today.

The main principles of APS work are:

  1. Fire detection at an early stage
  2. Launch of people warning systems
  3. Activation of evacuation control systems
  4. Starting the ventilation system
  5. Turning on automatic fire extinguishing systems

Early detection of the source of fire and well-timed evacuation will help to avoid casualties among the people in the building. Starting the ventilation system is necessary to create excess pressure, which will prevent smoke from entering the escape routes - halls and stairwells.

If there are elevators in the building, then the APS returns them to the first floor, where they remain with the doors open. In the event of a fire, the evacuation of people in elevators is prohibited due to the threat of smoke in the elevator shaft, and the personnel must leave the building using the stairs.

Systems used to eliminate fires are divided into several groups:

  1. Water or water-foam
  2. Powder
  3. Gas

The systems of the first group are the most common, and devices from the other two are used when it is impossible to use water, for example, in electrical substations or museums where valuable exhibits are stored that will suffer from water: documents, books, paintings, works of art and other items.

Form and sample of the inspection report

Installation of fire alarms must be carried out by specialists in compliance with all fire safety standards, GOSTs and regulations, and before starting work, the equipment must pass an input control.

However, is the installation of a fire alarm a guarantee that in the event of an emergency, in this case a fire, the alarm system will work on time and will save the health of personnel and material resources of the enterprise?

It is possible to answer this question in the affirmative only when the equipment is in good condition. That is, it is necessary to constantly monitor its performance, and it is important not to confuse this procedure with the maintenance of this equipment. Checking the fire alarm performance is carried out by the employees of the enterprise, and for its maintenance it is necessary to involve contractors - representatives of companies with a special license, since this service is subject to the Federal Law "On Licensing Certain Types of Activities".

Each of these procedures has its own rules and frequency. The results of maintenance are recorded in the registration log, and the control ends with the preparation of a special document - an act of checking the performance of fire safety equipment for buildings and structures.

The form of this document is defined in Appendix No. 19 to the Order of the Ministry of Emergency Situations of the Russian Federation No. 292 dated May 28, 2012. The act indicates the address of the object being checked, the type of installed system, the list of work performed, the timing of the check and the final conclusion on the condition of the equipment. The document must be signed by officials and certified with a seal.

Periodicity of registration of the act and responsible persons

A representative of the enterprise (organization) who is responsible for the implementation of fire safety measures for the object (enterprise, organization) is required to take part in the procedure for drawing up an act based on the results of checking the performance of the fire alarm.

The head of the enterprise is obliged to publish - it can be himself or any employee. In any case, the person specified in the order must undergo a special fire-fighting minimum training course with the issuance of an appropriate certificate.

The duties of the head of the enterprise include ensuring compliance with fire safety requirements and fulfilling the requirements of supervisory authorities, including those set out in resolutions, instructions and other documents, carrying out fire prevention promotional activities, introducing clauses into the collective agreement that affect the safety of the work process, including and fire, as well as monitoring the serviceability of all protective equipment and fire extinguishing and preventing their use for purposes that do not meet their intended purpose. These are only the main tasks, the solution of which must be ensured by the head responsible for the safety of personnel and material assets.

The inspection should also include a representative of the contractor company, with whom a contract has been concluded for the maintenance of alarms installed at the facility. A legal entity or an individual entrepreneur who has the necessary license to perform such work can be selected as such a contractor. This requirement takes precedence as an unlicensed contractor is not authorized to perform these inspections.

It would not be superfluous to invite an inspector of the State Fire Supervision to such an event, which is especially important if this alarm was not previously subject to verification. Although the inspector of this organization is not required to attend such an event, contacting him will help to establish good relations with the State Fire Supervision Service. And since you will have to cooperate with the inspector in the future, good relations will not hurt.

According to the requirements of the legislation, such an audit should be carried out at least once a quarter.

In addition, inspections of enterprises by representatives of the State Fire Supervision Authority are possible. Representatives of this structure will certainly take an interest in the existence of a contract for the maintenance of the APS with a licensed contractor. The frequency of scheduled inspections of the alarm system by the contractor is one month. During this event, the health of the system is assessed and the necessary measurements are made. If problems are found, they will be fixed free of charge.

Inspectors of the State Fire Supervision Authority will pay attention not only to the operability of the fire alarm, but also to the condition of the evacuation routes, the presence of signs in case of emergency evacuation, the absence or incorrect installation of fire extinguishers, checking their pressure gauges and the date of refueling.

In order to avoid instructions and complaints from the fire control authorities, it is necessary to correctly draw up documents on the regular maintenance of fire alarm equipment, as well as have developed and approved special fire safety instructions.

11. Acceptance for operation of technical means of signaling

11.1. Acceptance for operation of technical means of signaling must be carried out in accordance with the requirements of SNiP 3.01.04-87.

11.2. For acceptance into operation of technical means of signaling, a working commission is appointed by order of the management of the organization (enterprise) of the customer.

The order and duration of the work of the working commission are determined by the customer in accordance with SNiP 3.01.04-87 *.

The working committee includes representatives of:

organizations (enterprises) of the customer (chairman of the commission);

installation and commissioning organization;

commissioning organization;

security units;

state fire authorities.

If necessary, other specialists may be involved.

11.3. The commission must begin work on the acceptance of technical means of signaling no later than three days (excluding general weekends and holidays) from the date of notification of the installation and commissioning organization about the readiness of technical means for delivery.

11.4. When accepting technical means of signaling for operation, the installation and commissioning organization must present to the working commission:

as-built documentation (a set of working drawings with changes made to them or an inspection report);

technical documentation of enterprises - manufacturers;

certificates, technical passports or other documents certifying the quality of materials, products and equipment used in the production of installation work;

production documentation (mandatory Appendix 1).

11.5. Acceptance into operation of technical means of signaling without carrying out complex adjustment and testing is not allowed.

11.6. When accepting for operation the completed installation and adjustment of technical means of signaling, the working commission shall:

verification of the quality and compliance of the performed installation and commissioning works with project documentation (inspection certificate), technological maps and technical documentation of manufacturers;

measuring the insulation resistance of the alarm loop, which must be at least 1 MΩ;

measuring the resistance of the alarm loop;

performance testing of mounted control panels, SPU.

The commission, if necessary, also performs other checks and measurements of the parameters specified in the technical specifications for the installed equipment.

11.7. The test procedure for the installation of technical means of signaling and their acceptance into operation is determined in each specific case by the working commission.

11.8. If individual inconsistencies of the work performed with the design documentation or the inspection report, as well as the requirements of these Rules, are found, the commission must draw up an act on the identified deviations, on the basis of which the installation and commissioning organization must eliminate them within ten days and re-submit the technical signaling means for delivery.

11.9. The technical means of signaling are considered to be accepted for operation if the check establishes:

all elements of building structures and areas along the perimeter of the object are blocked according to the project or the inspection report;

installation and adjustment works are performed in accordance with the requirements of these Rules, technological maps and technical documentation of manufacturers;

measurement results are within normal limits;

tests of the performance of technical means of signaling gave positive results, while fire alarm means should ensure, in cases provided for by the project, turning off ventilation systems, turning on smoke exhaust systems and air supply to stairwells and vestibule locks in case of fire.

11.10. The acceptance of technical means of signaling into operation must be formalized by an act in accordance with the mandatory Appendix 2.

11.11. The need to connect the object signaling to the centralized monitoring panels is determined by the security departments with the participation of the customer's representatives and the fire department.
