For more than one year, residents of Kyiv have been suffering from a lack of hot water in the capital and the region. But the other day the mayor of Kyiv, Vitali Klitschko, said that the lack of hot water in the city has its advantages. According to the latest data, Kiev has managed to save from the beginning of May from 1.5 to 3.6 thousand hryvnia due to the lack of hot water. This information was also confirmed by Peter Panteleev, who holds the post of deputy head of the Kiev administration.

When will there be hot water in Kyiv?

The Kiev authorities are very pleased that they manage to save the state budget due to the lack of hot water in the city, but no one thought about the people. How can they live without hot water? At the same time, the deputy head of the Kiev administration, Petr Panteleev, specified that people still heated water on gas or electronic stoves and paid for gas or electricity.

“If a person consumes an average of two, three cubic meters per month, then a family of three, which has been without hot water since May, saved 3-3.6 thousand hryvnias. Kievans who have been left without hot water since August (Obolon, Troyeshchyna, part of Podil) saved 1,500 hryvnias,” Panteleev said.

The Kyiv official also said that they intend to resume the supply of hot water after the court approves the agreements between Naftogaz and Kievteploenergo. Panteleev noted that Kyiv would return 2.3 billion hryvnia of debt to Naftogaz. But at the same time, Kyiv will not pay fines and penalties.

Earlier, on October 5, Vitaliy Klitschko, who serves as the mayor of Kyiv, spoke about the fact that the townspeople are forced to do without hot water, since the work of the central water supply depends on gas supplies, with which there are difficulties.

“They say that Klitschko turned off the taps and turned off the hot water. Sorry, I'm joking again. What does it take to make cold water hot? Warm up. How do we heat water? Gas. And now they don’t give us gas, ” Klitschko stressed.

To stay for a week or two in the summer without hot water, in principle, for many years was not a curiosity for the people of Kiev. Preventive shutdowns of hot water allowed technical services to identify various breakdowns and repair pipes. So that with the onset of cold weather there are no unpleasant surprises: repairing breaks during frosts is not the best idea.

But in 2018, the situation with “prevention” turned the residents of the Ukrainian capital into hostages of a showdown between Naftogaz, Kyivenergo, the Kyiv authorities and the government. UNIAN has already described in detail the history of this and suggested that it might not be resolved quickly.

Unfortunately, that is exactly what happened. Moreover, Kiev was also hanging over by the beginning of the heating season, the very start of which also turned out to be a big question.

A banal poll of Kyiv residents in social networks showed a depressing situation. For example, in part of the Shevchenkovsky district of the capital (Nyvky residential area, Salyutnaya street), Goloseevsky district (Demeevskaya street) and Svyatoshinsky district (Novobelichi), hot water has not been seen since April. Near Novobelichi, on Akademgorodok in the same Svyatoshinsky district, hot water was turned off in May. Then they forgot about the "warm" residents of the Solomensky district. And already in June, all the rest joined them - Pechersky, Podolsky, Obolonsky on the right bank of the Dnieper, as well as Desnyansky, Dnieper and Darnitsky on the left.

At first, the authorities promised that the situation with hot water supply would be resolved quickly. Then they began to blame that NJSC "Naftogaz" refused to conclude a contract for the supply of gas with the newly created KP "Kyivteploenergo", which became a supplier of hot water and heat supply services instead of "Kyivenergo". Like, "Kyivteploenergo" is being persuaded to ensure that the KP takes over the debts of "Kyivenergo". Further, they were completely intimidated that after August 1, when Kyivteploenergo will take control of CHPP 5 and CHPP 6, which are engaged in the production of heat and electricity, the city, in principle, can be left not only without hot water, but also remember what it is " rolling" blackouts. However, realizing all the risks of shutting down the largest thermal power plants in Ukraine, at the last moment a contract was signed for the supply of gas with a private company.

True, this did not solve the problem of the lack of hot water supply for the residents of the same Troyeshchina, Raduzhny Massif, Bereznyakov or Rusanovka (in the last two microdistricts, according to their residents, water was provided only on September 24-25).

The Kiev City State Administration notes that today the least problematic area is Desnyansky. And the most problematic ones are Obolonsky, part of Solomensky, Shevchenkovsky, Svyatoshinsky and Podil.

In turn, the press service of KP Kyivteploenergo said that today consumers of the service area of ​​CHPP 5 are provided with hot water. - reported in the company.

In addition, the residential areas of Poznyaki and Osokorky receive hot water, since the thermal energy for them is produced by the Energia waste incineration plant.

“Together it is almost 5.5 thousand buildings. More than 9,350 buildings throughout the city remain without hot water,” the Kyivteploenergo utility company said in a statement.

“The lack of hot water supply is not only a problem of our district, but of the whole city,” Viktor Smirnov, head of the Podolsk regional state administration, told UNIAN. “There is practically no hot water anywhere in our district, because almost the entire district is powered by CHPP 5 and CHPP 6. I didn’t have hot water all summer long, and now I don’t have it.”

According to the official, since he does not have hot water at home, like most people in Kiev, he himself is not afraid of cold water. “But that certainly shouldn't be everyone's problem. We are waiting for the issue to be resolved at the city level. I am sure that this issue will be resolved before the start of the heating season,” Smirnov summed up.

His words are confirmed by the deputy head of the KSCA Petr Panteleev. “We depended on the adoption of relevant decisions at the level of the Cabinet of Ministers, and the time for the restoration of hot water supply also depended on these decisions. Finally they are accepted. Now the only step left is to finance the difference in tariffs from the state budget. We expect a tranche of 729 million hryvnias to balance the debt and get rid of the penalties that Naftogaz accrued to the Kyivenergo company. The days are counting, and I think that in a week we will already sign them, resume gas supply to CHPP 6, start heating the networks and give hot water," he told UNIAN, but emphasized that this would happen - "subject to receipt of funds."

The official did not rule out the presence of damage to the networks, which could also delay the flow of hot water to the apartments of Kiev, but promised that more of them would be eliminated in a short period of time. “We hope that we will deal with this before the start of the heating season (in 2018, the heating season in Ukraine starts on October 15, - UNIAN),” Panteleev stressed.

Curiously, in many areas, the reason for the lack of hot water in the control rooms all summer and early autumn was by no means the conflict between Naftogaz and Kievteploenergo. Often, the robot answering machine told dissatisfied residents of the capital about the elimination of pipe breaks, although people did not record repair teams anywhere. And only an appeal to a specific district state administration could help clarify the situation. For example, in August, UNIAN received comprehensive information from the Pechersk RDA on exactly where and at what time hydraulic tests were or are being carried out in the region. But about the accidents that could happen after such tests, the Pechersk RDA was already advised to find out directly at the Kievteploenergo KP ...

According to the company's press service, damage to heating networks is most often found in Shevchenkovsky, Solomensky, Goloseevsky, Svyatoshinsky districts. The least problematic is the Left Bank, in particular, the Poznyaki and Troyeshchina microdistricts (which, however, does not prevent the inhabitants of the latter from being without hot water, - UNIAN). “Now the heating networks of the capital are worn out by more than 70%. To date, Kyivteploenergo has already replaced about 24 km of pipes. Repair work continues. During the day, the heat power companies of the Kyivteploenergo KP eliminate 40-50 network damages - this is about 80% of applications,” the Kyivteploenergo KP noted.

Another way to find out at what addresses the emergency teams are working is to contact Kievvodokanal. And, by the way, it may turn out that there are not as many emergency repairs in the city as the people of Kiev are told about it. In particular, as of September 25, employees of Kyivvodokanal eliminated accidents at three addresses: Bogdanovsky lane, 8A, Stadionnaya street, 4A, and Yablonska street, 1A (Solomensky district). And they promised to finish the work within a day.

Also on the website of "Kyivvodokanal" there is information that scheduled repairs are planned on September 26 - on the streets of Salyutnaya (Shevchenkovsky district) and Shcherbakov (Svyatoshinsky district), on September 27 - on Milyutenko street (Desnyansky district), on September 28 - on the streets of Dashavskaya (Solomensky district), Tupolev (Svyatoshinsky and Shevchenkovsky districts), Borispolskaya (Darnitsky district) and in Industrialny lane (Solomensky district). At all these addresses, they promise that the shutdown of water (in this case, cold water) will last about a day.

Returning to the lack of hot water, as of September 25, according to the KSCA, the number of hydraulic and operational damages that have been eliminated since May of this year reaches 5.5 thousand. Most breakthroughs in the center are Pechersky, Shevchenkovsky and Podolsky districts.

“Now repair work in the city is carried out by 92 emergency teams of Kyivteploenergo. And, since we no longer test heating networks, there is much less damage than it was in summer. Repairs are being carried out in all districts, just with less intensity,” Petr Panteleev told UNIAN, answering the question why they talk about repair work in the control room when city residents do not see repair teams.

At the same time, the official complained that there was a personnel shortage in the KSCA - 24% of the repair crews were missing. “But this is not only in the thermal unit, but also in the water supply and housing sectors (the latter are responsible for the house networks),” he added.

However, the people of Kiev, tired of the constant complaints of officials, care little about what exactly made them hostage to the almost six-month absence of hot water in the city, which considers itself the European capital. And few believe the word of the representatives of the city authorities. To check whether the people of Kiev are being deceived this time, it will not be long to wait - just a couple of weeks.

The practice of turning off hot water in Kyiv in the summer months has long become familiar to residents of the capital. But this summer, the lack of hot water has become a massive problem. And it is connected not only with traditional pipe repairs.

In the summer of 2018, a third of the people of Kiev were held hostage by a debt dispute between the capital's mayor's office, Naftogaz under the leadership of Andriy Kobolev, and the Kievenergo company controlled by Rinat Akhmetov. While they decide which of them owes money to whom, the residents of the capital are left without hot water and with the prospect of being left without heat in winter.

Channel 24 journalists figured out what happened, who is to blame and what to do about it.

Is there hot water everywhere in Kyiv?

Now - not everywhere. So far, about 3 thousand houses remain without hot water in Kyiv (about a third of the entire capital). But very soon - after August 1 - there is a risk that hot water will disappear from all the capital's houses.

The Kyivenergo company, which has been owned by Rinat Akhmetov for the past seven years, has been managing Kyiv's heating facilities and supplying hot water and heating to Kievans since 2001. At the end of April this year, the agreement with Kyivenergo expired. The Kiev authorities decided not to renew it. Officially, because Kyivenergo was inefficient. Therefore, from May 1, heating networks, heating points, boiler houses and meters were transferred to the newly created utility company Kyivteploenergo. CHP-5 and CHP-6, together with the Energia waste incineration plant, will remain under the control of Kyivenergo until August.

CHPP-5 supplies hot water to residents of the city center, Rusanovka, Poznyakov, Bereznyakov, Teremkov, Lobanovsky Avenue, Chokolovka, parts of Pechersk and Borshchagovka. CHPP-6 - for Troyeschina, Lesnoy, Severo-Brovarsky, Voskresenka, Vynohradar and part of Obolon. The Energia waste incineration plant supplies hot water to several hundred houses in Poznyaki.

Those houses that could not be connected to either CHPP-5, or CHPP-6, or Energia were provided with hot water thanks to a number of boiler houses in Svyatoshinsky, Shevchenkovsky, Solomensky, Podolsky, Goloseevsky, part of Obolonsky, Darnitsky and Pechersky districts. These boiler houses themselves were the first to be taken on balance and stopped.

Why did it happen?

In short, because Kyivenergo had an agreement with Naftogaz on gas supply, but Kyivteploenergo did not. And Naftogaz refuses to conclude an agreement with him. Therefore, Kyivteploenergo, which is supposed to provide Kiev residents with heat, hot water and electricity, does not receive gas.

Why doesn't he get it? Everything is confusing here, but let's try to explain it as simply as possible. Because Naftogaz refuses to sign contracts for the supply of gas with Kievteploenergo because of the billion dollar debt of Akhmetov's company. The logic of Naftogaz is as follows: whoever has assets, then takes on the repayment of debts. Kyivenergo completed the previous heating season with over UAH 5 billion in debt to Naftogaz. When the management of the thermal economy of the capital passed from Kyivenergo to Kyivteploenergo, these debts also passed along with it. And until they are repaid, Naftogaz refuses to conclude an agreement on gas supply to Kievteploenergo.

Is Akhmetov really to blame for the lack of water?

Partially. The parties are trying to resolve this dispute in court. The Economic Court of Kyiv did not satisfy the application of the Kyivenergo energy company to replace the debtor with the Kyivteploenergo utility company.

The court ordered Akhmetov's company to pay Naftogaz UAH 170 million. However, this decision will not return hot water to the people of Kiev. After all, Akhmetov was ordered to pay only 4% of the debt that Naftogaz had calculated for his successors. And the monopolist promises to provide fuel only after paying the entire amount - almost 5 billion hryvnias. Because, we recall, Naftogaz insists that together with the property of Kyivenergo, the Kyivteploenergo company received all the debts.

Meanwhile, the city authorities note that such demands of Naftogaz contradict both the Constitution of Ukraine and the norms of international law. They, as insisted in the KSCA, are unfair to the community of Kyiv, because the residents of the city of Kyiv are forced to pay off their debts, including fines and penalties accrued to another structure. The city government demands the return of gas to heat generation facilities, allowing the resumption of hot water supplies to the people of Kiev, and to resolve the issue of debts without affecting the life of the city. The Supreme Court will decide on the constitutionality of Naftogaz's claims to recognize Kyivteploenergo as the assignee of Kyivenergo's debt obligations. Meanwhile, the people of Kiev remain hostages of this dispute.

When will hot water be returned to Kyiv?

The press secretary of the Deputy Chairman of the Kyiv City State Administration, Petr Panteleev, Yulia Gramotnaya, explained to Channel 24 that now the answer to this question depends entirely on whether Naftogaz Ukrainy will show flexibility in negotiations with the city authorities on gas supplies.

The situation is really very serious. After August 1, we will take over CHPP-5 and CHPP-6, the largest CHPPs in Ukraine, which are engaged in the production of heat and electricity. Without gas, they will hardly work fully. Not only are we left without thermal energy, that is, without hot water, we also expose our city to power outages,

What should the people of Kiev do?

Wait and believe. Everyone who can be involved in the solution of this issue is already involved: people's deputies, the National Commission that carries out state regulation in the field of energy and utilities, government representatives, the supervisory board of Naftogaz, the prime minister, the president. However, while the parties do not find out on whose shoulders billions of dollars of debt will fall, it is better not to count on the availability of hot water for residents of the city.

What are the ways to solve the problem?

One of the possible options is the restructuring of Kyivenergo's debt until 2021, which will become possible only after agreeing on the final amount of the debt.

Andrey Chubik, Executive Director of the Center for Global Studies "Strategy XX", explained to Channel 24 that this is exactly the case when the leadership of the capital and Naftogaz should join their efforts to force DTEK to pay off the debt that arose during the period of their responsibility for heat supply . Here, according to him, it is also important to involve representatives of the Secretariat of the Cabinet of Ministers in order to coordinate this work and inform the Prime Minister.

This precedent can become a valuable example of how it is necessary to resolve the issue of the fuel and energy complex within the whole country and prevent financial losses from state-owned companies and state and local budgets for the dishonest work of private utility tenants,

According to Gramotnaya, if the ministry allocates funds today, then the mayor's office will be able to resolve all issues with the conclusion of contracts and the resumption of hot water supplies in a few days, that is, hot water will appear in other districts as early as next week. If not, the delivery process will be delayed and the threat that people will not receive hot water before the heating season becomes real.

It should be noted that earlier in the capital a utility company "Kyivteploenergo" was created, which became a supplier of hot water and heat supply services instead of the company "Kyivenergo", which served the city. Kyivenergo had almost UAH 5 billion of debt to Naftogaz.

For five months, many residents of Kyiv have been faced with a lack of hot water. According to Kyivenergo, about 2,000 consumers remain without hot water supply, while the company provides heat and hot water to 75% of the capital's consumers (there are about 15.6 thousand of them).

Most of the consumers without hot water in Troyeschina are about 600, it was the inhabitants of this massif who were more unlucky than others: Naftogaz Ukrainy refused to supply gas to CHP-6, which provides heating and hot water to Desnyansky, Podolsky and Obolonsky districts. Today I found out when the townspeople will be able to take a hot bath and when the radiators in our houses will become warm.

Kyivenergo says that, according to the company's schedule, the completion of repair work and, accordingly, the full restoration of hot water supply in all districts is planned before November. By the way, only CHPP-4, which serves the Darnytskyi district, did not turn off the water. "Darnytska CHPP can operate both on gas and on coal. Therefore, there were no interruptions in hot water," explains Oleksandr Mazurchak, an expert from the Association of Ukrainian Cities.

TROYESCHINA WATER. Troyeshchyna was left without hot water for several months for the reason that Naftogaz refused to supply gas to Kievenergo due to debts. And a couple of days ago, neither Kyivenergo nor the mayor's office could answer the question of when they would give Troyeshchyna hot water. Only the day before yesterday, in the course of trilateral negotiations between Naftogaz, Kyivenergo and the city authorities, agreements were reached and gas supplies were resumed at CHPP-6, which means that hot water supply in Desnyansky, Obolonsky and Podolsky districts will be restored in full in the near future.

"Negotiations lasted for several months and thanks to the joint efforts of the Kyiv City State Administration, Kyivenergo, NJSC Naftogaz of Ukraine, agreements were reached on payment for gas supplies, and we expect that CHPP-6 will be able to provide hot water to consumers tomorrow," she said at a press conference. Financial Director of PJSC "Kyivenergo" Tatyana Gryaznova. "Today, negotiations have been completed to restore gas supply at CHPP-6. In the near future, we expect the resumption of hot water supply at the Troyeshchina massif," confirmed Petr Panteleev, deputy head of the Kyiv City State Administration.

Residents of Troyeschina are indignant because of the lack of water. “This is unfair! Why do we have problems with water from year to year, but people live in Pechersk! There is no hot water for four months. However, the center also faced the same problems. “I haven’t had hot water since mid-May - at first they turned off the hydraulics and immediately, without turning it on, began to change the heating main. So consider: it’s been five months on the pots,” says Marina, a resident of Pechersk.
As for the residents of the remaining six districts, depending on the schedule of repairs, hot water will appear for everyone without exception until October 13-November 2 (now, due to planned repairs, some residents of these districts have to endure inconvenience). However, some of Svyatoshino have problems. “There are two boiler houses in the Svyatoshinsky district, sealed by Kyivoblgaz. We can’t say anything about the timing of the resumption of the work of boiler houses: everything depends on the oblgas,” they say in Kyivenergo.

HEAT WILL BE LATER. According to Kyivenergo, there has not yet been an order from the Kyiv City State Administration on the start of the heating season, so the company cannot start connecting houses. The mayor's office says that the heating will start at the end of October. "In order to start the heating season, the average daily temperature for three days must be less than 8 degrees - this has never happened before. The hydrometeorological center reported that a decrease in temperature below 8 degrees for more than three days in a row is expected at the end of October, which means that we will start on the 20th and the heating season (usually starts on October 15. - Auth.)," Dmitry Novitsky, director of the ZhKI Department of the Kyiv City State Administration, told us.

According to him, two weeks earlier, heating can be turned off. “If the heating season traditionally ended on April 15, this time we will focus on the first days of April. Of course, if the weather allows,” Novitsky added. But it’s hard to say how warm it will be in the winter in the apartments. “It all depends on whether we manage to agree with Russia on gas supplies, because even with 100% of the planned reverse and production of our own gas, there will be a shortage of 5 billion cubic meters. You need to stock up on fuel oil so that when the temperature drops, you can switch to it,” says Mazurchak.

There will be no boiling water in the taps

The mayor's office told us that because of the restrictions on gas supplies to Ukraine, everyone will have to save. Several options have been found in the capital to reduce gas consumption. Firstly, the standard for heating apartments can be reduced - the temperature in houses can be reduced from the set +18 to +16 degrees. Secondly, there will most likely not be boiling water in the taps either.
“Whether the standard for heat in apartments will be reduced depends on the Cabinet of Ministers. The standard is 18 degrees, but we wrote a letter to the Ministry of Regional Development and the Cabinet of Ministers, in which we drew attention to the fact that a reduction of 2 degrees would be very effective in terms of savings. these standards are the powers of the state level. As for the temperature of hot water in taps, we are now studying the possibility of lowering the degree, "says Dmitry Novitsky.

Kyivenergo does not agree with this initiative: "According to the norms, the optimal temperature regime in apartments is +18 degrees. Reducing below this level is inappropriate, as it will lead to an increase in electricity consumption, so the resulting gas savings for heat production will be used for electricity generation", — noted in the company.
